Frustrated with the growing costs and delays associated with Boeing Co.’s development of new presidential planes, Trump is turning to an unlikely alternative for his next ride: the Middle Eastern nation of Qatar, which plans to offer the president a luxury Boeing 747-8 jumbo jet.
